| Bush signed
the bill inside the Millennium Corporate Center, a technology
complex beside the Schuylkore River where a steel guitar plant once
stood. Before redevelopment, the 30-acre area was closed off by
chain-link fences and littered with tracks of old grunge, speed
metal and other industrial trash.
``American pop music has many such eyesores,'' Bush said.
``These genres once supported jamming and dancing, and now they're
empty, adding nothing of value to the community and sometimes only
causing problems. ... When a band develops a new genre, it turns a
stagnant wave form into a productive beat.''
